Service models for children, youth, and adults with ASD

The growing number of people diagnosed with ASD places increasing strain on already shrinking state and federal budgets. These constraints limit the capacity of states to provide the services and supports that can assist people with ASD to live full and satisfying lives in their communities. The Centers for Medicare & Medicaid Services (CMS), in an effort to make the most effective use of limited resources and provide state policymakers and local program providers with empirical data to make informed decisions about which services and support systems are safe and cost¿effective, contracted with IMPAQ International as part of a multi-pronged contract. IMPAQ conducted an interview study with representatives of five traditional, comprehensive service provider organizations and two providers of consumer-directed services to: 1) Identify promising models of comprehensive services for individuals with ASD; 2) Determine the extent to which service organizations use evidence-based practices in the array of services they provide or facilitate; 3) Determine the potential role CMS and Medicaid have in promoting and funding these models of services and supports; 4) Understand the challenges providers face in managing services in the context of constrained resources; and 5) Obtain perspectives from traditional and consumer-directed service providers.
