HUD Section 811 PRA Project Rental Assistance Program: Phase II Evaluation Final Report Implementation and Short-Term Outcomes
February 2020The Section 811 Project Rental Assistance (PRA) Program provides support for very low-income adults with disabilities. This report is a follow-up to the Process Evaluation released in 2018, which details the initial rollout of the program in 12 states. Phase II examined the effect of the program on residents' housing tenancy and use of home and community-based services, characteristics of properties and neighborhoods where assisted residents live, and residents' healthcare diagnoses and utilization. An Executive Summary is also available.

Preserving Our Freedom: Ending Institutionalization of People with Disabilities During and After Disasters
May 24, 2019This report examines occurrences of institutionalization of people with disabilities, as well as thwarted threats of institutionalization, during hurricanes and the California wildfires in 2017 and 2018. The NCD found that people with disabilities are frequently institutionalized during and after disasters due to conflicting federal guidance, a lack of equal access to emergency and disaster-related programs and services, and a lack of compliance with federal law.

Medicaid Home- and Community-Based Services: Selected States' Program Structures and Challenges Providing Services
Aug 30, 2018According to a report on Medicaid offerings across five states, states are facing challenges in meeting their obligations to provide home- and community-based services (HCBS) for people with developmental disabilities. This includes difficulty in recruiting and retaining caregivers, difficulty serving people with significant medical needs or behavioral issues, and limited funds and growing population. HCBS account for more than half of Medicaid spending on long-term care, but services vary widely across the country.

HUD Section 811 Project Rental Assistance Program: Process Evaluation
January 2018The Section 811 Project Rental Assistance (PRA) Program provides support for very low-income adults with disabilities. This report evaluates the Phase I implementation of the program among 12 states in the initial 18 months (January 2015-June 2016). The report describes how the demonstration was implemented in the initial states and analyzes differences in program design, target population, and housing and service strategies.

Housing and Community Development for Residents with Intellectual/Developmental Disabilities
April 2020This report reflects on the challenges, barriers, data results and next steps for the future in residential and support systems for residents in Arapahoe County, Douglas County, and City of Aurora in Colorado. Lack of lifespan support and housing for people with I/DD puts vulnerable populations at risk for trauma and puts stress on family units. This report was commissioned by the Colorado Developmental Pathways for the Community Housing Task Force. The Empowering Communities Initiative is one of Madison House Autism Foundation's Three Housing Initiatives.
